The cost of a national OVC planAbout 48 participants met at the Hamdala Hotel in Kaduna January 29th to February 4th under the auspices of the Federal Ministry of Women Affairs (FMWA) to cost the national plan of action (NPA) for addressing the increasing burden of orphans and vulnerable children (OVCs) in Nigeria. The FMWA is the coordinating institution for the National OVC response. The seven-day workshop was jointly funded and facilitated by ENHANSE Project (a USAID-funded Nigeria/USG bilateral project) and UNICEF. It was organized by the FMWA to also support decision-making by the national OVC steering committee to achieve consensus on the costed national OVC action plan and budget. The third objective of the workshop was to build capacity of in-country technical stakeholders in costing methodology for securing OVC funds and tracking OVC resources. The OVC national plan of action costing workshop was one
of the final steps in the development of the National OVC
action plan before presenting it to potential funders. The
development of the NPA dates back to the Nigerian OVC Rapid
Assessment, Analysis and Action Planning Process (RAAAP)
conducted and reported in year 2004. The RAAAP was peer-reviewed
and the outcome included recommendations to develop a full
NPA that includes monitoring and evaluation (M&E) and
Costing components. The NPA was developed in 2005, and its
M&E component last November at a similar workshop, with
technical support and financial support from GHAIN Project
(one of the three bilateral projects currently funded by
USAID in Nigeria). See more on the workshop in the photo
gallery below. The OVC NAP costing workshop was organized by the Federal Ministry of Women Affairs with technical and financial support from the ENHANSE Project and UNICEF. While ENHANSE Project was responsible for the hotel accommodation, travels, meals and incidental allowances of 37 participants representing OVC stakeholders, UNICEF was responsible for funding the participation of the main facilitator (). The workshop was conducted in Hamdala hotel in Kaduna town starting from the 29th of January to 4th February 2006 (including arrival and departure dates). Participants at the workshop were key experts; particularly those persons who directly participated in the development of the National OVC action plan and the development of the preliminary budget. Mrs. Jane Begala of The Futures Group International facilitated. Others were key stakeholders from government ministries, donor agencies, civil society organizations and communities affected and infected by HIV & AIDS whose mandate include the interest of orphans and vulnerable children in Nigeria. A fully costed action plan with comments on each budget line was developed as key output of the workshop. The next steps include a review (editing and formatting) of the document by four national consultants paid for by ENHANSE and UNICEF. The final document will be presented to the OVC National steering committee for approval and presentation to the donor communities for assessment and funding. Also in the gallery
